Summary

An attractive qualitative study, rich of material, using a proven method. However, a central weakness is that the author did not establish common categories for the structuring of her observations. Instead, she maps the basic differences between the Finnish and the German system (manifest in only one institution for each country) already in the categories (nuclear and subcategories) which she uses for the coding of her observations. By that she overemphasizes the differences up to seemingly opposites. This ceates the impression that the German institution does not offer any guidance to the children while the Finnish one is uniformly using just this, at the same time ignoring self-activity of the children. Without having the same categories for the comparison drawn between the two states, it remains completely unclear why the German system, having got predicates like „openness, autonomy and activity-orientation“ should be worse than the Finnish one (which, very likely will show these predicates in its texts also). If this is true, we need mor research into classes in order to find out why this system is insufficient.

It would have been a better decision to establish more decsriptively adequate categories, common for both countries (e.g. intervention by pedagogues, initiative of children, types of interaction and learning, etc.) and then to compare the countries by looking at the frequency and quality of instances of the several categories.

For an intensive discussion which is necessary in the interest of children, „trends“ instead of absolute oppositions would have the same effect. In any case worth reading.
